Title 25 Continues to Concern Hospital

Wyoming's Title 25, a measure that deals with involuntary detention of people involved in a mental health crisis, continues to be an issue for Wyoming hospitals – including Sheridan Memorial Hospital.

In the legislative forum held earlier this week in Sheridan, Memorial Hospital CEO Mike McCafferty said behavioral health and Title 25 is one of the biggest items the hospital has addressed with state government over the last 10 years.

McCafferty said Sheridan Memorial admits more than 100 patients each year for behavioral health issues as a result of Title 25. He said these are individuals who are brought to the hospital because they're considered a danger to themselves or to people in the community.

He said between 15 to 20 percent of the people admitted under Title 25 are beyond the hospital's ability to care for in a way that keeps them safe and keeps the hospital's employees safe.

McCafferty said Sheridan Memorial doesn't have a psychiatric lockdown unit. He said the majority of Title 25 patients aren't brought to the hospital for medical reasons, and the hospital's resources are being drained. As an example, he said, over the last two years, because of Title 25, Memorial Hospital has had to hire a security force so that two security personnel are available in the hospital 24 hours a day.

McCafferty asked legislators at the forum to take a look at the Title 25 statute in the upcoming legislative session. He said the statute ties the hands of hospital administration in the disposition of these individuals.

McCafferty asked the lawmakers to work with hospitals on new language in Title 25 so that individuals can get to where they need to be to receive the care they need.
