Senator Kinskey Discusses Proposed Constitutional Amendment

Senate Joint Resolution 9, the proposed constitutional amendment sponsored by State Senator Dave Kinskey of Sheridan is awaiting consideration in the House of Representatives.

The bill has cleared the Senate and needs two-thirds of the vote to make it on the ballot in 2018. Kinskey says the amendment would allow for legislative oversight on education spending as opposed to following a mandate set by the Wyoming Supreme Court.

Kinskey says that if the proposed amendment passes in the House, the question that will come before voters is really quite simple.

President of the Wyoming Education Association, Kathy Vetter has been on record in opposition of the bill. She’s said that we have three branches of government for a reason, as it is for separation of powers, and the proposed constitutional amendment is an attempt to take the judicial branch out of the equation.
