At last week's Buffalo City Council meeting, Public Works Director Les Hook asked that the Council approve the final payment to Hydro Construction and to release a half a million dollars in retainage, essentially bringing the project to a close.

Roughly $2,000 was left as a final payment, and $500,000 in retainage fees that needed to be released.

Hook said he was satisfied with the work done by Hydro, and only minor projects were left to do, which weren't reasons to withhold the funds.

Hook said there will be a walk-through in the facility later this year before the warranty expires, and any problems can be addressed at that time.

States West Engineering, who is overseeing the entire project, is still compiling the Operations and Maintenance Manual for the new plant. They also brought in a wastewater plant operator from Colorado to train Buffalo's workers in the operation of the plant. Other than these minor projects, Hook said the plant is essentially complete.

The Council voted to allow Mayor Randy Dyess to negotiate the final payments and the final contract.
