These were taken at the Flanagan residence in Dayton on Sunday June 20th. It is hard to see rotation in the stills but in a couple of the close up pictures of the "circle", you can definitely see the twisting of the cloud showing rotation. It was as close to the making of a funnel cloud as I have ever seen in 30 years of living here. Standing there watching it, the circular portion was turning around and around in a counter clockwise direction.
