Wayne was born on August 16, 1912, to Otto B. Wenburg and Anna (Wallace) Wenburg. Wayne grew up in a family of seven children, with two brothers, Kenneth and Wales, and four sisters, Louella, Nell (deceased), St. Ena and Elaine. They all worked hard on their family farm in Fullerton, Nebraska. When Wayne was about ten years old, he contracted polio and was in a wheelchair for about six months. With the help of a physical therapist and his family, he was able to regain use of his legs.
He graduated from high school in 1929. He worked on the family farm in Nebraska, on his uncle's wheat farm in Colorado, and on the Biddick Ranch near Laramie, Wyoming until attending college at Colorado State University in 1933. He worked his way through school and graduated in 1936 with a Bachelor of Science degree in forestry and range management. From July, 1936, to September, 1937, he worked for the Soil Conservation Service and Forest Service in Colorado Springs and Denver, Colorado, doing range and forestry surveys. Afterward, he worked as ranch foreman at the Biddick Ranch in Laramie, Wyoming from September, 1937, to March, 1938. He then worked for the Soil Conservation Service in Buffalo and Casper, Wyoming, from March, 1938, to February, 1942.
In February, 1942, Wayne's Army reserve unit was activated and he served in the Army in field artillery until April, 1946. While in active service, he attended the Command and General Staff School and served in Little Rock, Arkansas and Las Cruces, New Mexico. While in Arkansas, he met and married Margaret Ann Squires on June 19, 1943. Early in 1944, he was promoted to captain and was sent to Luzon in the Philippine Islands. While there, he served on the general staff and trained a special artillery unit for the invasion of Japan that was to be assigned to use mules and horses for transport in the mountainous areas of Japan. Wayne was discharged in April, 1946, with the rank of major. Wayne and his wife "Margie" returned to Wyoming where Wayne once again worked for the Soil Conservation Service as District Conservationist from April, 1946, to April, 1951. Wayne and Margie then purchased a ranch near Clearmont, Wyoming and worked the ranch until March, 1956.
In March, 1956, Wayne accepted a position as Range Management Advisor with the United States Department of State in the International Cooperation Administration. This agency later became the Agency of International Development. He held the position until he retired in 1971. While employed by USAID, Wayne and Margie were assigned to posts in Turkey, Brazil and Nigeria and they traveled extensively in the Mideast, Europe, South America and Africa. After retirement, Wayne and Margie lived alternatively in Las Cruces, New Mexico and in Sheridan. Wayne remained active in range management and soil conservation and worked on contract for private companies in Algeria and Afghanistan.
Wayne's friends called him "Slim" or "High Pockets" due to his six feet-five inches of height. He was a generous person who continually maintained a positive attitude and sense of humor and enjoyed teasing his son Andrew and his wife Dale. He loved, supported and encouraged his family without reservation or hesitation, and held a special place in his heart for his granddaughter Heidi and his grandson Scott. He was a quiet person with simple tastes and believed death was "only a step through a doorway to the next life." He was loved and respected by his family and friends and will be missed as an important part of their lives.
