SAWS Board Holds Special Meeting

The Sheridan Area Water Supply joint powers board has approved an agreement with the Wyoming Department of Transportation for a new waterline easement on Coffeen Avenue and taken action to resolve an ownership issue at the Sheridan County Airport.

Action came during a special meeting of the board via phone conference Wednesday.

The WYDOT project is related to WYDOT plans to widen Coffeen right-of-way providing for turning lanes and a walkway. The SAWS water transmission main lies within an easement outside of the current Coffeen right-of-way.

Tony Wendtland, who is attorney for the SAWS board, said the motion for approval needed specific wording.

The agreement with WYDOT calls for WYDOT to pay the costs incurred by the SAWS board to acquire a new easement east of the existing one and construct a replacement water transmission main.

The second matter before the board was consideration of an airport waterline grant and loan. The existing airport waterline is failing.

The SAWS board applied for, and the Wyoming Water Development Commission and the Legislature approved, a 75 percent grant to build a new waterline. But the existing waterline is owned by the city, and the new replacement line may need to be owned by the SAWS board.

That requires SAWS to acquire a new easement next to the existing waterline.

The motion passed by the SAWS board authorizes Coughlin, the engineering consultant and the SAWS attorney “to attempt to resolve issues and take needed actions regarding ownership” of the waterline.
