Wyoming House Representative, Cynthia Lummis, has introduced H.R. 824, the Federal Workforce Reduction Through Attrition Act, which she purports would save the federal government $35 billion over the course of five years without forcing current government employees out of work.
Her idea is to only hire one federal civilian employee for every three that retire or leave service. Lummis says Washington will, in turn, need to learn to do more while using fewer resources to accomplish goals. If her plan is put into place, the entire federal civilian workforce will be reduced by 10 percent.
According to a media release from Lummis's office, the bill includes provisions to allow the President to waive the requirement due to a stat e of war, national security or other emergency. The bill also prevents the positions being backfilled by contractors unless a cost comparison demonstrates projected governmental savings.
