If the Jaycees’s had done an independent background check instead of just asking the Circus’ Owners if they abuse their animals they would have found this evidence.
These are some of Carson’s latest USDA violations and fines. They consider these fines as just the cost of doing business. Their animal violations are extensive and go back for decades. They are habitual offenders the Animal Welfare Act, they have a USDA record of violations going back decades that is available to the public on request. This is their more recent ones.
In August 2012 one of Carson’s leased elephants tested positive for exposure to TB.
I wondered how could a circus who has violated the Animal Welfare Act so many times and still be allowed to operate. The USDA statement on the subject. “…While the Animal Welfare Act provides many important protections to exhibited animals used for regulated purposes, there are limitations to our regulatory authority…we do not have the authority to issue an overall ban on the use of animals in exhibition….If an investigation results in a determination that… violations occurred, we pursue appropriate enforcement action. In cases of serious or repeat violations, we will seek penalties such as civil penalties….”
