JCSD1 to Legislature: Review Regional Cost Adjustments

Johnson County School District No. 1, in addition to looking at and hopefully convincing the Wyoming Legislature to change how funding recapture and entilement districts is done, is also trying to mold the state's Regional Cost Adjustment (RCA) into a better-working plan for the district.
Superintendent Dr. Rod Kessler explained that the Legislature enacted the RCA six or seven years ago, realizing it costs more to live in certain areas of the state than others, and as a result, built different indexes and models to try to help those districts with higher costs of living. Now the indexes and data they use has changed.
Kessler explains further.
Kessler said the irony of the new index is districts like Sheridan 1 (Big Horn and Tongue River) as well as Johnson County 1 lose money while districts like Sheridan 2 and Natrona stay the same or gain money with the new index.
Kessler said the Legislature will be looking at the Hedonic Index at this year's session.
The Wyoming Legislative session begins Monday, February 13 in Cheyenne.
