Governor Matt Mead signed Senate File 104 Tuesday, which removes many of the duties of the superintendent of public instruction in Wyoming. The Governor appointed Dr. James O. Rose to be the Interim Director of the Wyoming Department of Education. Rose is currently the Executive Director of the Wyoming Community College Commission.
The process of selecting a permanent director requires the Wyoming State Board of Education to provide three names to the Governor. The Governor will make a selection from those names and appoint a director by December 1, 2013. That appointment is subject to Senate confirmation.
While there has been a lot of talk about this being a personal vendetta between legislators and Superintendent Cindy Hill, Representative Rosie Berger says that the idea has actually been discussed by legislators for a number of years.
Superintendent Cindy Hill issued a letter Tuesday evening stating that she intends to file a constitutional challenge to the legislation. A PDF of that letter can be viewed below. Senate File 104 is the first piece of legislation signed into law by the Governor during this session.
