At their meeting Tuesday, Buffalo's City Council approved Ordinance No. 1357, the Annual Appropriation Bill for fiscal year ending June 30, 2013.
The city's budget is for $14,034,857 for the fiscal year, but can be revised before the final reading next month.
The council voted to approve the preliminary budget, but Councilman Russ Humphrey voted against passing the Ordinance.
He explains why he opposed it.
The Ordinance will need two more readings before it will be adopted.
