Wyoming Democrats Have Convention, Few Candidates

State Dems have few candidates as they begin their convention in Casper today.

CHEYENNE, Wyo. (AP) - The Wyoming Democratic State Convention kicking off in Casper promises to be a relatively somber affair. Few Democrats are running for statewide office and even some of the longtime party faithful say they're puzzled about why.

41-year-old Joanne Isom was arraigned in 4th Judicial District Court Thursday. The college graduate with a BA in Business Administration is charged with Felony Domestic Battery for allegedly hitting her boyfriend, Fred Kinter, over the head with a glass vase and a chair in an incident that took place April 10th, 2010.

CASPER, Wyo. (AP) - Two men accused of using Craigslist to arrange the rape of a Casper woman have entered guilty pleas. Jebidiah Stipe, of Twenty-nine Palms, California, and Ty McDowell, of Bar Nunn, each pleaded guilty to five felonies in a plea agreement Thursday.

Budget Work Session 3: Water & Sewer

Wednesday's Sheridan City Council budget work session dealt with the water and sewer division of the Utilities Department. The proposed budget for water and sewer is $4.9 million, which is a 2% reduction from last year's budget.

City Utilities Director Dan Miller says that the City has seen a significant drop in revenue from plant investment fees over the last few years.
